"Empowering Panchayats Through Own Revenue: Time to Unleash Local Fiscal Potential".
💡CONTEXT & BACKGROUND
The Panchayati Raj Division of NITI Aayog convened a workshop in July 2025 to address the challenges and opportunities of Own Source Revenue (OSR) for Panchayats in India.
💸Fiscal autonomy for Panchayats is essential for effective self-governance, as highlighted by constitutional provisions. However, there is a discernible lack of empowerment due to low fiscal capacities and minimal OSR mobilisation.
KEY POINTS✅
🪩Incentives Matter: Linking grants to Panchayat revenue performance encourages better tax collection and accountability (as seen in Tamil Nadu).
🪩Digitisation Helps: Gujarat piloted the Panchayat Raj Institutions Fiscal Information System, integrating all three tiers (district, taluka, and village) - increases transparency and facilitates better revenue mobilisation.
🪩Tapping Local Resources: Mapping and monetising common property (like ponds and markets) can boost Panchayat income.
☀️Challenges: There are institutional and behavioral hurdles, including resistance to taxation and lack of technical capacity and updated asset registers.
💯WAY FORWARD- Reimagining Local Fiscal Strategy
1️⃣Systemic Reforms: States need to institute transparent, digitally enabled registries for property, land, and common asset mapping, facilitating better tax collection.
2️⃣Incentive Structures: OSR-linked grants should become a more widespread practice, encouraging Panchayats to optimise collections and administration.
3️⃣Capacity Building: Training Panchayat Administration on fiscal management and digitisation tools is essential.
4️⃣Policy Support: Policies must empower Panchayats to introduce innovative fiscal mechanisms and revise outdated asset registers.
5️⃣Collaboration: Greater cooperation between State governments and Panchayats is needed for better fiscal transfer design and administrative support.
🔣CONCLUSION🔣
Fiscal autonomy for Panchayats is both a governance necessity and a Democratic Imperative.
With stronger capacity, incentives, and digital tools, Panchayats can meaningfully drive local development and resource generation.
